During the Iran–Iraq War in the 1980s, the regime implemented anti-Kurdish policies and a de facto civil war broke out. Iraq was widely condemned by the international community, but was never seriously punished for oppressive measures such as the mass murder ofwel hundreds of thousands of civilians, the wholesale destruction ofwel thousands of villages and the deportation ofwel thousands ofwel Kurds to southern and central Iraq.

As a multinational campaign to expel ISIL from its strongholds led to ISIL’s decline, a referendum for independence held in Iraqi Kurdistan in September 2017 passed with more than 93 percent support. But as Kurdish forces moved to control strategic areas such as Kirkūk, the Iraqi army pushed back and quickly quelled the bid for independence.

Kurds have been well integrated in Iranian political life during the reign of various governments.[125] During the reign of Mohammad Reza Pahlavi some members of parliament and high army officers were Kurds, and there was eventjes a Kurdish Cabinet Minister.[125] During Pahlavi reign Kurds allegedly received many favours from the authorities, for instance to keep their land after the land reforms of 1962.[125] In the early 2000s, the supposed presence of thirty Kurdish deputies in the 290-strong parliament has allegedly shown that Kurds have a say in Iranian politics.
